They don't come after me when i go in there , but they do go after my friends The best place to get both of them would be crypt of the unbroken (this is from my knowledge only please inform me if there is a better place) I can just assassinate them and none of the npc's care

Npc's are decently difficult, give good exp, good loot and the soldiers spawn in the same places everytime which removes the rng factor.
